Modern Monetary Theory is controversial and somewhat obtuse.
It is described as an: heterodox macroeconomic framework that says monetarily sovereign countries like the U.S., U.K., Japan, and Canada, which spend, tax, and borrow in a fiat currency that they fully control, are not operationally constrained by revenues when it comes to federal government spending.
It was developed over the past 25 years as a framework to analyze fiscal and monetary policy applicable to national governments with sovereign currencies.
However it has also brought up many political biases.
